Default Migrated Mambo site does not work

Hello,

I'm having the following problem.
I need to make some major site changes so i decided to make a copy of our original site and create a local test server.

I copied the database and all the files using navicat and ftp.
When i start the test site it all works fine, because i also copied the configuration.php file so it uses most of the real site.

After i change the Live Site setting from our url to localhost the site breaks down, for starters the menu jscookmenu does not appear and none of the pages can be found.
I have no idea why other then that the real site has Search engine friendly URLs set to Yes but the Mambot SEF is not published.
Also the links that work on the main site do not on my test site.

I checked the database and all the content data is there exactly as the main site.

I have no clue what is going on, i hope someone can help
